Fletcher has been a North Carolinian all his life. He was born in Goldsboro, NC and graduated from Gates County High School in 1965. He enrolled at the University of North Carolina (UNC) where he majored in history, graduating in 1969. While attending UNC, he worked at the Louis Round Wilson Library and was elected president of his fraternity. Following graduation, he married Linda Emmett of Gastonia, NC. They have one son, Johnny Willey, who now resides in Raleigh, NC with his wife Cagny. Fletcher and Linda reside on Roanoke Island in Manteo. In his free time, he enjoys reading and traveling.
Professional
After graduation from college, Fletcher became director of planning for a small chain of food stores in Chapel Hill.
In 1974, he joined the Kellogg-Morgan Insurance Agency on the Outer Banks, taking charge of consolidating two existing agencies located in Manteo, NC. Later he became vice president of the agency. In 1993, he founded the J. Fletcher Willey Agency, Inc. The agency received national recognition from 1995 through 1997 for being a “Best Practices Agency.”
Fletcher holds the Accredited Advisor in Insurance (AAI) and the Chartered Property Casualty Underwriting (CPCU) designations granted by the American Institute for Insurance. He is a past chairman of the Dare County Board of Education, former chairman of the Dare County Tourism Bureau, and has been president of the Independent Insurance Agents of North Carolina.
Fletcher served as the chairman of the Flood Insurance Producers National Committee, an organization which advises the Federal Emergency Management Agency (FEMA) on issues affecting the National Flood Insurance Program.
He also served on The Condominium Workgroup that will draft changes in the condominium program for associations and unit owners. He is actively involved in education, having served as chairman of the Board of Trustees of the College of the Albemarle.
